Mass gatherings guided self-assessment

This tool is intended to assist you as the owner or operator of a place of mass gathering to determine the likely attractiveness of your business to terrorist attack.

Completing this guided self–assessment will provide you with an understanding of the level of engagement, guidance and/or support that you may require from the NSW Police Force and NSW Government.

National approach

This guided self–assessment follows a nationally consistent approach to the protection of places of mass gathering, endorsed by the National Counter–Terrorism Committee.

This approach provides a basis for:

  • Identifying places of mass gathering that are vulnerable to the threat of terrorism, and
  • Risk management arrangements associated with this threat, based on the roles and responsibilities shared between all private and public stakeholders

Business and government partnership

An active business–government partnership is necessary to protect places of mass gathering. This is achieved through an intelligence–led risk management process using:

  • A guided self–assessment
    All owners and operators of places of mass gathering have an obligation to consider the risk of terrorism in their security and emergency planning processes
  • Top down advice
    Intelligence-led advice will be provided to owners and operators when relevant
  • Bottom up responses
    Responses to enquiries from industry/owners and operators about the threat of terrorism to their operations will be provided
