Planning approach
Counter terrorism planning by the NSW Government follows a recognised emergency management approach. This approach contains four elements and is also known as PPRR:

Recovery
Prevention
or mitigation activities seek to eliminate or reduce the likelihood or consequences of threatened or actual terrorist attacks.
Preparedness
activities ensure communities and services are capable of coping with the effects of disasters. This includes establishing related plans, procedures and policies, and ensuring that necessary training and equipment is in place.
Response
activities are initiated in anticipation of, during and immediately after an incident to ensure that the effects are minimised. This involves activating preparedness arrangements and plans.
Recovery
activities support affected individuals and communities in the reconstruction of the physical infrastructure and restoration of emotional, economic and physical well–being.
It is important to note that these activities are not linear or independent of each other; each element is closely linked, and may take place at the same time.
